1) You will
need to start with the image of your choice, it should be fairly small.
200 x 200 in our example.

2) Make sure
that your image is a layer and not a backround. Promote to layer if
neccessary.
|
3) Go to Effects/
Geometric Effects/Circle.
You can omit this step, but if you do you will need to
use your selection tool in a circle. Copy the portion you want to use then paste as a new image. Resize to 200x200 if needed.
This tends not to distort the image as much as doing the Geometric Effect.

4) Go to Image/Canvas
Size and
resize your canvas to 250x250
|
5) Select
the image, go to Selections/Modify/Feather/ 3
|
|
|
6) Go to Effects/
Eye Candy 3.1/Waterdrops.
The settings I used were:
Number of drops: 1; Edge darkness: 15;
Opacity:63; Refraction:15; Color: #C1EAF0;
Random Seed: 157; Highlight Brightness: 94;
Highlight Sharpness: 79; Direction: 127;
Inclination: 57.
Play with these settings til you get what you like.
